Two things need to happen.
One (even though it goes along with her plan,) she needs to be permanently stripped until she moves out on her own. All of her clothing needs to be eliminated by giving to charity, selling, or trashing. She needs to be forbidden from ever wearing or even owning any clothing (perhaps even including jewelry.)
Two (to thwart her immediate plan,) she needs to be grounded so she’ll miss out on her fun evening. Her public exposure can start tomorrow. (Although removal of window shades could be appropriate as well.)
